Leading primary care data specialists PRIMIS has been commissioned by Public Health England (PHE) to develop and maintain the national data specification that identifies priority patients for the Covid-19 vaccination programme.
Based within the university’s School of Medicine, PRIMIS is a team of specialist primary health care informaticians who produce highly effective and practical solutions to help people access, understand and use patient data held on GP IT systems.
For the past 15 years, the team has been commissioned by PHE to develop and maintain a data specification that enables GP clinical system suppliers to provide regular activity reports back to PHE and the Government regarding influenza vaccine uptake, particularly within priority ‘at risk’ groups.
The data specification consists of thousands of relevant clinical terms and inherent logical business rules that help GP clinical system suppliers to identify eligible patients. Examples of reports produced by the programme can be seen here.
During the 2020 pandemic, PRIMIS was again approached by PHE, this time to produce the data specification for the Covid-19 vaccination programme.
The specification, which includes over 17,000 unique clinical codes, is currently being used for reporting purposes and is the main system adopted in the UK to identify and invite patients for the Covid-19 vaccination.
Dr Dai Evans, PRIMIS Clinical Adviser and GP, was delighted that PHE had chosen PRIMIS to carry out this work. He said:
“Translating the JCVI requirements for vaccinating the population into a coding terminology and logical business rules has not been a trivial task. The specification has now been implemented across the NHS both to invite patients for vaccination and to monitor the success of the vaccination programme.”
Kerry Oliver, Managing Director of PRIMIS added:
“We are very proud of our work on the COVID-19 vaccination programme, which is real testament to the expertise and skills of the PRIMIS team, who have been working at the very forefront of primary care health informatics for over 20 years”.
Throughout the pandemic, PRIMIS has been offering its expert advice to healthcare partners and suppliers on the data flows and coding of Covid-19 and the Covid-19 vaccination.
There has been much interest from academia regarding the Covid-19 specification, including an agreement in place with the University of Oxford regarding use of the specification to support their ongoing Covid-19 related research programmes through the Research and Surveillance Centre (RSC), and also through integration of the specification into the university’s own statistical analytics platform, OpenSAFELY.
This is the first of its kind in the world and will be an important revolutionary and rapid approach to data analytics.
In addition, the team are working with colleagues within UoN’s School of Medicine on how the data specification may also be used to support research in vaccination hesitancy.

The Trustee for the Universities Superannuation Scheme (USS) pension has today published a range of contribution rates to maintain the current level of pension benefits for members whilst meeting the challenges of the 2020 Valuation of the scheme.
However, the contribution rates published today are already felt by employers such as the University of Nottingham to be unaffordable for universities and pension scheme members alike.
Universities UK will now hold further discussions with USS and the government’s Pensions Regulator, and will launch a consultation with university employers later in March on the potential ways forward. Staff at Nottingham who are members or eligible to join the scheme will be invited to express their views alongside this.
Chief Financial Officer Margaret Monckton and Deputy Vice-Chancellor Professor Andy Long will lead a further series of webinars on USS for staff later this month and new USS 2020 Valuation webpages will provide all the latest information as it is published.
USS, along with most other schemes in the UK that provide defined pension benefits, has in recent years seen the costs of those benefits increase. Changes in the UK and global economies mean that expected returns in the future from the scheme’s investments are lower. There is also a sizeable deficit which means that more money is needed to fund its promises to future pensioners.
The pricing scenarios published by USS range from between 42.1% and 56.2% of payroll – with a figure of 49.6% of payroll put to the Joint Negotiating Committee of UUK and UCU nominees for consideration. For comparison, the current rate is 30.7% of the total salary bill, with 21.1% paid by employers and 9.6% paid by scheme members.
Vice-Chancellor Professor Shearer West expressed concern at the contribution rates published today.
“The principal pension scheme for universities must be accessible to – and affordable for – colleagues at all stages in their careers, and pay good benefits to scheme members once they retire.
“The prices that the USS Trustee has proposed to maintain current benefits are well above the levels of affordability for individual scheme members and employers alike, and seem to undervalue significantly the collective financial resilience of universities and the strength of the covenant which underpins the scheme.
“I am particularly conscious of the issue of intergenerational fairness and the risk that younger scheme members would either opt out of the scheme or face unaffordable contributions to support their colleagues in retirement.
“It is important that everyone eligible for the USS pension has their say on these proposals, and so when Universities UK consults university employers later this month, I will ensure that alongside this, we also seek the views of staff at Nottingham who are members or eligible to join the scheme.”
A spokesperson for Universities UK, on behalf of USS employers, said:
“The very high prices for current benefits put forward by the USS Trustee are unaffordable for employers, risk pricing even more staff out of the scheme, and undervalue the collective and enduring financial strength of the participating employers.
“Employers understand that the USS has a sizeable deficit and that a high number of staff on lower grades opt out because the contributions are too expensive for them. It is important that USS is designed so that people in early career can also access an affordable pension. This means it is vital that contributions to the scheme are affordable and sustainable for staff and employers alike and that reform is necessary.
“However, employers and scheme members need a stronger and clearer justification from the USS Trustee for the very high pricing decisions. Without this justification, employers and scheme members will be concerned that the scheme is facing an unnecessary level of reform.
“There has been a three-month delay in the USS Trustee confirming the price of current benefits, while it has had discussions with The Pensions Regulator. The USS Trustee has now set out higher prices than it previously thought necessary, and it appears to be taking a more cautious approach than employers and our actuaries advise is needed.
“Employers and their staff need significant reassurance that the USS Trustee is not being overly prudent on matters like projected investment returns or undervaluing possible covenant support measures, both of which remain under discussion.”
Dr Tim Bradshaw, CEO of the Russell Group, said:
“The global reputation of the UK’s universities is down to the talent and dedication of the people who work in them. Universities recognise this and that is why they invest more in people than anything else. As part of that investment we want to provide a pension that is attractive and fair to all staff, but it also has to be affordable for everyone involved.
“However, the proposals put forward by the USS Trustee today are unaffordable for staff and employers and don’t reflect the significant backing that the sector provides for the scheme.
“We recognise the scheme is currently in deficit and changes will be needed to address this, but at the same time the scheme must be sustainable for the future and continue to provide security for our staff. In particular, we are concerned that around 1 in 6 have already opted out because it is too expensive or does not meet their needs.
“We will need to consider carefully all of the information provided by the Trustee and regulator to ensure changes implied by today’s report are not being driven by an unnecessarily cautious approach.”

Hosted by Dr Max Biddulph, join Vice-Chancellor Professor Shearer West CBE and Chancellor Baroness Lola Young OBE as they reflect on their own experiences of challenging conversations and discuss how self-reflection helps to acquire new awareness.
Challenge can be encountered not only through conflict but also in more nuanced forms such as the sharing of different perspectives.
It is the day to day lived experience that forms a key dimension of Equality, Diversity and Inclusion (EDI) in our University community.

Join in on Wednesday 10 March 2021 as this fireside chat will explore how our experiences and insights relating to EDI issues are acquired through having challenging conversations and will ask the question of how EDI institutional practice can harness the learning acquired from these conversations.
This event forms part of our first University of Nottingham virtual diversity festival is open to staff, students and alumni offering access to over 30 virtual events designed to ‘embrace and celebrate difference’.

A video which takes users behind the scenes of the University Testing Service has been shared as part of the university’s campaign to remind all students, and staff working regularly on campus to take frequent Covid-19 tests.
A day in the life of a saliva sample takes viewers through each stage of the testing service, from depositing a sample at one of the testing centres across our campuses, to work in the different labs to generate the results.
Regular testing will help keep us safe as individuals, protect our university community and the communities around us, and ensure that our university can remain open for essential teaching and research.
Technical Lead Francesco Tarantini said, “Something that many people may not realise is how quick and accurate results from the Asymptomatic Testing Service are compared to other forms of testing.
From the moment samples are received by the lab team, it will only take between 5-6 hours for them to be inspected, inactivated and analysed (sometimes twice!). However, most samples are delivered towards the end of the day, meaning that a next-day result is usually more likely”.
The team will be taking to social media on Wednesday 10 March for a ‘Testing Takeover’ to help spread the message about regular testing and answer any questions people may have.
As banners, posters and digital screens bring the message to life across our campuses and social media campaigns begin, staff and students are invited to get involved and help share the message that simple and swift asymptomatic testing needs to become a part of everyday university life for the time being.
We are refreshing the staff toolkit (Sharepoint login required) regularly to give colleagues at all levels and in all Schools and Departments, ideas and tools to use to play their part in encouraging regular testing.
This could be as simple as highlighting ‘test to protect’ messages on social media accounts, flagging information at the end of teaching sessions or ensuring that your working environment displays campaign materials encouraging students and colleagues to take the test.
Our measures are most effective when we work together and follow the rules to keep everyone safe.

To celebrate University Mental Health Day, the Faculty of Science is attempting to make it into the Guinness World Records.
All staff and students are invited to help break the world record for the most people to take an online mental health lesson in 24 hours. The current record is 1,622 and we’re looking for as many supporters as possible, so please do get involved and encourage students to do the same.
This official Guinness World Records attempt will be overseen by two independent witnesses and will take place on Thursday 4 March, which is University Mental Health Day (UMHD). UMHD is a national day to make mental health a university-wide priority, creating ongoing change.
To take part, all you need to do is complete an online lesson between 12pm GMT 4 March and 12pm GMT 5 March. The lesson lasts approximately 45 minutes and can be taken at any point during this 24-hour period.
The lesson will be made live at the link below from 12pm (GMT) on Thursday 4 March. An active Moodle account and a university username and password are required to access the lesson.
This record attempt is also open to staff and students at the University of Nottingham Ningbo Campus and the University of Nottingham Malaysia.
Professor Sarah Sharples, Pro-Vice-Chancellor for Equality, Diversity and Inclusion and People, said: “I am delighted to see our colleagues and students finding increasingly creative ways to raise awareness of mental health. This world record attempt underscores our commitment to mental health at the University of Nottingham. Over the past year we have made significant investments in our mental health services and it is my hope that this initiative will help to highlight those resources. I’ll certainly be participating in the world record attempt, and welcome the opportunity to learn more about what we can all do to support our mental health.”
Jonathan Lamley, Head of Operations in the School of Pharmacy, said: “We wanted to do something that would demonstrate and celebrate our commitment to the importance of mental health. This is something fun that everyone can get involved in, but the training also has the tangible impact of increasing our community’s knowledge and awareness of mental health issues, helping us all to look after ourselves and each other.”
This world record attempt is just part of our events for University Mental Health Day. The university also offers mental health support for both staff and students and recently commissioned Togetherall, a digital mental health service for staff and students.
