USS Pension: Employers’ proposal to progress to consultation

The Joint Negotiating Committee (JNC) has decided to progress the employers’ proposal for changes to the USS pension scheme to consultation with scheme members and representative bodies.

The decision means that scheme members could avoid significant increases in their contributions, which the USS Trustee has said it would otherwise be required to implement, going up from the current 9.6% to 18.6% of their salary from as soon as April 2022.

The proposal is backed by university employers increasing their support for the covenant that underpins the scheme by some £1.3 billion per year.

The JNC decision on the UUK proposal was passed by the casting vote of its Chair, on the final day for negotiations on its already extended timetable, after UCU decided not to put its counter proposal to the vote of the committee.

If the JNC’s recommendation is formally accepted by the USS Trustee, a 60-day consultation on the proposals will follow with scheme members as required under the scheme rules.

A spokesperson for USS employers said:

“Today’s decision by the USS Joint Negotiating Committee provides a viable and implementable solution to the 2020 valuation. The employers’ proposal sees a significant element of defined benefit retained while preventing unaffordable contribution levels.

“The additional backing offered by employers is unprecedented among UK pension schemes, with the USS Trustee valuing their additional covenant support at around £1.3 billion per year, which has the impact of limiting the benefit reforms needed.

“The valuation methodology adopted by the USS Trustee and the position of The Pensions Regulator meant that no change was not an option. The employers’ proposal for reforms is an alternative to the USS Trustee’s proposed unaffordable contribution rates for scheme members and employers, which would have caused considerable disruption for members and risks forcing more people to leave the scheme.

“In partnership with the University and College Union (UCU), we look forward to progressing a major governance review of USS, jointly exploring future options for scheme design including Conditional Indexation, and shaping a lower-cost option so staff on lower salaries are no longer priced out of retirement saving.”

USS Employers has published detailed FAQs about the employers’ proposal and challenged some of the assertions in recent UCU statements. You can read these alongside further background information on the University’s USS 2020 Valuation webpages.

The employers’ proposal for changes to the scheme, required to meet its 2020 triennial valuation, includes:

  • minimising increases in contributions to the scheme by members to no more than 0.2%, and employer contributions to 0.3%, meaning that members’ contributions would only rise from 9.6% to no more than 9.8% of salary.
  • maintaining the scheme’s Defined Benefit /Defined Contribution hybrid model with Defined Benefit applying up to a salary threshold of £40,000, and retaining Defined Contributions at an overall 20% of salary above that threshold.
  • employers to offer further, stronger covenant support measures including a moratorium on exit, debt-monitoring and ensuring that pension promises are even more secure through protecting the USS Trustee’s status as a creditor.
  • a commitment that should the scheme’s financial situation get better then improvements to benefits can be considered rather than reducing contribution rates.
  • addressing the high opt-out rate, which sees around 20% of members choosing not to join the scheme and losing out on the 21.1% employer contribution, by giving eligible members the choice of a new lower contribution option.
  • a major new review of the scheme’s governance, and exploring moves to a conditional indexation model, which pegs a part of annual pension provision to the performance of scheme funds, via a working group of members’ representatives, employers, and USS.

While the reform package passed by the JNC proposes a particular set of changes to the future pensions earned from USS’s defined benefit and defined contribution sections, the forthcoming consultation with scheme members could lead to these proposals being amended. Employers remain open to considering alternative benefit structures and formulations, provided they are viable, affordable and implementable.

Benefits which members have already earned within USS are protected by law and secure, and the employers’ package, and in particular the unprecedented additional covenant support measures provided by employers, further strengthens that protection.

Launch of Biodiscovery Institute

August 25th, 2021

The University of Nottingham’s Biodiscovery Institute officially opens on Monday 6 September, when Vice-Chancellor Professor Shearer West will welcome around 100 guests including senior leaders from industry, funding bodies and government.

Executive Chair of the Medical Research Council Professor Fiona Watt will formally open the institute and deliver a keynote speech.

This will be followed by a panel discussion chaired by Director of the Biodiscovery Institute Professor Chris Denning on “Improving research culture: Balancing health with scientific excellence”. The panel will include Brian Henry, Head of Global Product Development at Pfizer, Professor Melanie Welham, Executive Chair of UKRI’s Biotechnology and Biological Sciences Research Council, and Vicky Robinson, Chief Executive Officer of NC3Rs, which drives use of technology to replace animal studies.

University Testing Service: a year in review

The university-funded UoN Asymptomatic Covid-19 Testing Service has been a huge success since its launch in September 2020, with more than 80,000 student and staff tests carried out by a team of 25 core team members and 80 student helpers.

Since the initial pilot in halls back in September, it now has a number of testing sites on all campuses where huge amounts of staff and students are getting tested every week.

Volunteers needed for student recruitment open days

Colleagues are being encouraged to help support and attend upcoming student recruitment open days in September and October.

The student recruitment events team is currently planning September/October open day activities, and they are looking for support from colleagues on these days:

  • Friday 10 – Saturday 11 September, and Saturday 9 October: bookable full-day campus experience visits, providing an opportunity to explore our campuses, meet and interact with academic colleagues, chat with students, view accommodation and facilities and get a sense for studying at Nottingham

The team are really excited to be welcoming visitors back to campus, but they need your help to be able to do this effectively and safely.

Teams across Schools, Departments and External Relations will ensure that prospective students experience first-hand our world-class campuses, teaching facilities and accommodation, as well as opportunities to meet and speak with staff and students about their experiences at Nottingham.

Support is needed with registering visitors and helping them find their way around campus. These events won’t have the usual schedule of talks, although buildings will be open for visitors to access.

As a result most of these roles will be based outside or underneath gazebos (depending on the weather).

This is a great opportunity to meet some of our future students and their families and your assistance will be invaluable.

Funding now open for Black History Month celebrations

As part of the university’s ongoing commitment to EDI, we are inviting applications for the celebration of Black history, culture, and achievements to take place during Black History Month in October 2021.

This funding initiative is designed to support multiple locally planned Black History Month activities throughout October 2021.

Help us celebrate and recognise Black History Month 2021

Funding will be awarded to host local events or activities to a maximum of £200 with applications to be assessed by the Black History Month Programme Board.

Applicants are encouraged to seek matched by funding from another source (this could be the associated School/Department/Group or an external source).

For applications, please complete this form by Wednesday 15 September 2021. 

Applications should indicate how the local event or activity is connected to the EDI Strategic Delivery Plan and our Race Equality Charter objectives.

Applicants are also encouraged to consider intersectionality of their events with our four inclusion focus areas for 2021/22:

  • Faith and Religion
  • Neurodiversity
  • Socio-economic equality
  • Parenting and caring responsibilities.

Join in the planning for Black History Month 2021

Staff and students are invited to join the programme board for the university’s Black History Month celebrations.

There is an opportunity for up to 6 people to shape how the University of Nottingham recognises and celebrates Black History. This opportunity is open to all job roles and staff at any level, and students.

If you are interested in joining the programme board and shaping the university’s delivery of Black History Month events, please fill out this form by 12:00pm, Thursday 2 September 2021.

What will it involve?

The role of programme board is to:

  • Contribute to discussions to decide on a theme for the recognition month.
  • Actively support the planning and delivery of two university wide events around the theme. This may include hosting the events, liaising with external speakers if necessary, and promoting the events.
  • Review and decide on funding applications for local events.
  • Attend weekly programme board meetings.

The first programme board meeting will take place during week commencing 6 September 2021.

UoN to help celebrate first ever Nottinghamshire Day

The University of Nottingham will join a host of local organisations to mark Nottinghamshire Day – a day where people are encouraged to celebrate all that is good in our county.

The inaugural Nottinghamshire Day will take place on Wednesday 25 August and comes as part of a new drive to boost tourism and culture in the area.

It aims to celebrate the identity, heritage and local customs of Nottinghamshire as well as supporting local communities to understand the history and traditions of the places they live, work and enjoy their leisure time.

To mark the occasion, the university will be flying the county flag on its iconic Trent Building throughout the day. A handful of flag-raising events are planned around the county, but this year the celebrations will be primarily virtual.

Everyone is encouraged to join in on social media by sharing what they love about where they live using the hashtag #NottsDay.

As a bedrock in the local community since its formal establishment in 1948, the university has historically played a vital part in driving forward Nottinghamshire’s culture and economy – from ground-breaking innovations in medical education, to pioneering collaborations that have been replicated around the world.

The university generates around £677m towards the local economy every year, and around £781m towards the wider East Midlands region. In addition, our campuses and many of the state-of-the-art facilities on them act as community hubs that all members of the public can enjoy.

Nottingham Lakeside Arts, which is based on the university’s award-winning University Park campus, provides a hub of culture for people from all over the city, with thousands of people attending social and cultural events at the university each year.

University Executive Board lead for Civic and Regional matters, Professor Jeremy Gregory said: “Nottinghamshire has an incredibly rich and varied history and, throughout that history, has always proved to be a forward-thinking and innovative county.

“I’m proud that the University of Nottingham can be a part of that tradition, taking a key role in transforming Nottinghamshire for the better.

“And by linking up with another great institution in the county, Nottingham Trent University, and 150 local partners, our Universities for Nottingham initiative aims to change the lives of local people positively and put in place improvements for this generation and the next.”

Universities for Nottingham is a collaboration between the two Nottingham universities, bringing together the strengths and civic missions to help drive prosperity and opportunity across the local area. Launched last year, the initiative will focus on delivering economic prosperity, driving environmental sustainability and promoting health, wellbeing and culture.

Research carried out by the universities showed that every 22 seconds, someone living in Nottingham is trained by, attends a programme run by, visits a facility hosted by, is supported by a student or staff member from, works with a student placed by, or works in a business supported by one of our two universities.

Nottinghamshire Day will also be used to promote the local economy, with messages being shared throughout the day encouraging people to shop local and support local businesses.

Quarantine support for students travelling from red list countries

August 20th, 2021

Following the university’s commitment to reimburse new students for their quarantine expenses, we are now able to confirm that we will be extending this support to returning students. 

We will be offering financial support for full-time students on undergraduate, postgraduate taught, postgraduate research and foundation courses who are required to quarantine as a result of travelling to England for their studies from a red list country. 

Financial support will be offered in the form of a reimbursement, which students must apply for by Friday 25 February 2022. 

To be eligible for the support, students must have travelled directly from their country of domicile where that country is on the UK government’s red list as of Monday 9 August and remains on the red list on their date of travel to England. 

More information can be found on the quarantine information pages – the Quarantine Reimbursement Application form is not yet available but will be added soon. 

Students are encouraged to read the relevant terms and conditions carefully before making an application.

Domestic abuse: new guidance for managers to support employees

Domestic abuse can occur in many situations. Recent national statistics show that there are an estimated 2.4 million adults aged 16 to 74 who experience domestic abuse each year.

We recognise some of our employees may be living with domestic abuse. As an employer we have a duty of care to look after our employee’s welfare whilst they are at work and are committed to ensuring staff feel safe and effective in the workplace.

The university has prepared and published some new guidance for managers to help support employees experiencing domestic abuse.

You can find the guidance on our HR pages.

This guidance should help managers understand different ways in which domestic abuse can occur and the different ways in which this might manifest itself in the workplace. It offers managers advice and guidance for helping their employees in these situations.

If you are experiencing domestic abuse yourself and feel you need extra support in the workplace, please approach your manager directly.

You do not need to give them every detail of what is happening to you, but discussing things such as flexibility at work, ability to take time-off, or to discuss any concerns you might have about how you can feel safe in the workplace may help you. There are a number of other sources of support which you can find listed in the employee guidance here.

Be clear on the rules around self-isolation

August 17th, 2021

Rules around Covid-19 self-isolation have changed with effect from today (Monday 16 August) for those who are fully vaccinated.

From this date you will not need to self-isolate following close contact with someone who has Covid-19. You will still need to take a PCR test and self-isolate if the result is positive. You can book a test on the Government website.

If you are not fully vaccinated and are identified as a close contact of a positive case, you will still need to isolate. More details on support during your isolation can be found on our webpages.

We strongly encourage all staff and students who are on campus regularly to take asymptomatic Covid-19 tests at least once a week even if they have been vaccinated. This can be done through the Asymptomatic Testing Service.

Dr Paddy Tighe, part of the Asymptomatic Testing Service, said: “Even when you’ve had the vaccine there is still a chance you could catch Covid-19, although your symptoms are likely to be greatly reduced, and pass it on.

It does not mean you are instantly protected and it does not mean you cannot be infected any further so please take the relevant safety precautions and this includes taking regular tests.”

Those who experience Covid-19 symptoms should isolate immediately, notify the university and book an NHS confirmatory swab test.
